This algorithm was built in 1999 and put to use by Google in 2003. Some people say it is obsolete, but it still has a lot of practical use.
In effect the Hilltop algorithm works out which websites are first experts in their own position. Then, once those sites sit in high rankings, Google begins ranking other websites from the links present in them. With this protocol, the chance of finding high-quality websites increased sharply.
Just as trusted websites linking to yours helps you, giving outbound links to trusted sites has a better effect than linking to sites with little credibility.
Because Google reads it as this site valuing its audience, and linking to sites that have useful and credible content.
So do not treat your outbound links as unimportant: link to trusted sites, and get links from trusted sites.
